Approve retroactive revenue Agreement No. 17-94833 with California Department of Health Care Services in the amount of $422,708.05 to provide Crisis Counseling and related services for the period of April 30, 2018 through June 30, 2019; authorize the Behavioral Health and Recovery Services Director or designee to sign any amendments to the Agreement that do not increase the total maximum amount; adopt Resolution authorizing the Mendocino County, Health and Human Services Agency, Behavioral Health and Recovery Services director to sign said Agreement; and authorize Chair to sign same.

Summary of Request

The Federal Emergency Management Agency (FEMA) issued grant funds through the California Department of Health Care Services (DHCS) in October 2017 in response to the Mendocino Complex Fire. The Health and Human Services Agency (HHSA) utilized the funds to provide Crisis Counseling and related services.

 

Since receiving the original grant award, DHCS amended the Agreement twice. The first amendment extended the end date through January 31, 2019. The second amendment increased funds available by $422,708.05 for a new total contract amount of $546,503.04 for continued Crisis Counseling Services through January 31, 2019. The second amendment and accompanying Resolution were approved by the Mendocino County Board of Supervisors on December 4, 2019.

 

On March 21, 2019, HHSA received notification that DHCS did not fully execute the second amendment due to an error on their part. DHCS replaced the unexecuted second amendment with the proposed new agreement. While the amount of $422,708.05 is consistent with the original second amendment, DHCS changed the term to April 30, 2018 through June 30, 2019.
