Adoption of Resolution No. 25‑105 on June 24, 2025, approving the FY25‑26 Mendocino County Final Budget including the Library Capital Investment Fund and its associated projects including the Willits Branch Refresh & ADA Upgrade Project.
Summary of Request:
Approval of this First Amendment to Agreement No. PA-26-91 with Nichols, Melbourg, & Rossetto (NM&R) will extend the term of the Agreement from June 30, 2027, through June 30, 2028, and increase the total compensation for services by $65,000, from $50,000 to $115,000.
The $65,000 increase and extension of the agreement term through June 30, 2028, supports an expanded scope of work for NM&R Architects & Engineers for the Willits Branch Refresh & ADA Upgrade Project. The updated scope includes providing bidding assistance and construction observation; completing design and engineering for new and enlarged door and window openings, including replacement windows in main public areas; developing design plans for an outdoor children’s space; and performing design and engineering work to update the lighting control system and replace mechanical (HVAC) units.
At its July 8, 2026, meeting the Library Advisory Board (LAB) discussed and recommended the use of the Library’s Capital Investment Funds for the proposed amended contract with NM&R for the Willits Branch Refresh & ADA Upgrade Project, totaling $115,000 in contractor costs. At its September 9, 2026, meeting the Library Advisory Board further unanimously recommended allocating Measure O (40%) Capital Investment Funds toward a 10‑year capital investment plan that supports fair and equitable distribution across all areas of the county through a distribution methodology that targets investments in Library branches based on the population of their service areas. The 10-year capital investment plan includes funds for the amended contract with NM&R in FY26-27.
