Summary of Request:
On September 22, 2020, the Mendocino County Purchasing Agent approved Agreement No. PA-21-57 with Point & Pay, LLC in the amount of $9,000 to provide electronic payment processing services to the Treasurer-Tax Collector’s Office (including Court Collections) and Animal Control for the convenience and benefit of both the County and public. The original agreement was for three years with the option of two one-year extensions. On January 1, 2024, the agreement for electronic payment processing services was extended for another year by mutual agreement, increasing the total amount by $3,050 for a new total of $12,050. On January 1, 2025, the agreement for electronic payment processing services was extended for another year by mutual agreement, increasing the total amount by $3,677 for a new total of $15,727.
The proposed First Amendment to Agreement No. PA-21-57 increases the total amount by $25,000 for a new total of $40,727 and extends the expiration date to December 31, 2028, to continue providing uninterrupted electronic payment processing services to the Treasurer-Tax Collector’s Office (including Court Collections) and Animal Control for the convenience and benefit of both the County and public. This service is integrated into the online payment options for payment of property taxes and other miscellaneous fees collected by the Treasurer-Tax Collector’s Office. Changing service providers would involve training, re-integration and delays in payment processing. The fee paid by the County is for the use of electronic checks. The fees for use of credit cards are paid by the credit card holder. This amendment is retroactive to January 1, 2026 due to an oversight in the expiration date (primarily due to department head turnover) and the urgency of being able to continue processing electronic tax payments in a timely manner.
