Summary of Request:
On December 8, 2018, Board of Supervisors approved County Counsel to render legal opinions to the Mental Health Treatment Act Citizen’s Advisory Committee. In response to the letter submitted on December 10, 2019, by President/CEO of Adventist Health, Jason Wells, which included the Board of Supervisors provided direction to the Chief Executive Officer to perform an operational feasibility study of Adventist Health’s proposed facilities to determine potential operational costs of the proposed mental health facilities. On December 18, 2019, the Mental Health Treatment Act Citizen’s Advisory Committee expressed concerns regarding the use of public tax dollars to fund operations of a private entity. The Mental Health Treatment Act Citizen’s Advisory Committee created and directed a subcommittee to draft the attached questions for Board of Supervisors consideration in directing County Counsel to conduct legal analysis of the potential public/Adventist Partnership.
