Summary of Request

The United States Department of Housing and Urban Development (HUD), Community Planning and Development issued a Notice of Funding Availability for Homeless Management Information System (HMIS) Capacity Building Projects. The funding is only available to existing local Continua of Care (CoC). On January 30, 2019, Mendocino County Health and Human Services Agency (HHSA) applied for the HUD grant for HMIS Capacity Building Project funds on behalf of the Mendocino County Homeless Services Continuum of Care (MCHSCoC). The funding is primarily targeted to CoCs that are most in need of HMIS improvements. Mendocino County is on the list of CoCs with high need HMIS implementations, with HHSA leading the program. HHSA provides funding and staff support to maintain the HMIS in order to meet specific homelessness related needs as identified in the CoC’s coverage area.

This grant has a two-phase selection process. Phase 1 is the submission of applications, and selection of recipients awarded the grant. Phase 2 is the submission of the budget and proposal. The project extends over a full 24-month period starting September 1, 2019, and ending August 31, 2021, consisting of two 12-month budget periods. If selected to receive the grant, MCHSCoC is eligible for a minimum of $20,000 per project period, and up to $150,000 total award amount. Grant funds are to be used for upgrading, customizing, and configuring the HMIS’s functionality, improving HMIS data quality, and training HMIS Lead staff and CoC Leadership through participation in HUD-approved training event(s).
