Previous Board/Board Committee Actions:
By Resolution Number (No.) 21-004 (January 5, 2021), the Board appointed Supervisor Glenn McGourty as Director and Supervisor Maureen Mulheren as Alternate Director to serve on the Ukiah Valley Basin Groundwater Sustainability Agency (UVBGSA) Board of Directors for the 2021-2022 term. By Resolution Number (No.) 23-021 (January 24, 2023), the Board again appointed Supervisor Glenn McGourty as Director and Supervisor Maureen Mulheren as Alternate Director to serve on the UVBGSA Board of Directors for the term beginning January 1, 2023. On January 7, 2025, the Board selected Supervisor Madeline Cline as Director and Supervisor Maureen Mulheren as Alternate Director to serve on the UVBGSA Board of Directors for the term beginning January 1, 2025.
Summary of Request:
By Resolution Number (No.) 17-056 (April 18, 2017), the Board approved Board of Supervisors (BOS) Agreement No. 17-015, a Joint Powers Agreement (JPA) forming the Ukiah Valley Basin Groundwater Sustainability Agency (UVBGSA) and committing the County of Mendocino to appoint a Director and Alternate Director to the UVBGSA Board of Directors for each two-year term, in the manner set forth in the JPA. Section 7.3.1 of the JPA requires Directors from member agencies to be appointed by resolution of their governing board. It is now appropriate to adopt the resolution appointing Supervisor Madeline Cline as Director and Supervisor Maureen Mulheren as Alternate Director to serve on the UVBGSA Board of Directors for the term beginning January 1, 2025.

Do not adopt resolution and provide alternative direction.
