Summary of Request:
The Human Resources Department is charged, as part of the overall maintenance of the classification and compensation plan, to evaluate current classifications, create new classifications (including appropriate salary levels), reclassify positions, examine requests for salary grade adjustments, analyze allocations, and make recommendations for additions, modifications, and corrections.
Prior to November 2015, classifications in the Health and Human Services Agency and Child Support Services were administered under the State Merit System, while the remaining classifications used county-wide were administered under the Civil Service System. Two very similar classifications were administered under the two personnel systems: Staff Services Manager (SSM) classifications under Merit and Administrative Services Manager (ASM) classifications under Civil Service. On November 1, 2015, Mendocino County transitioned its personnel system from an Interagency Merit System (IMS) to an Approved Local Merit System (ALMS). This allowed all classifications to be administered under one personnel system, Civil Service. However, the County continued to maintain both ASM and SSM classifications instead of combining them into one classification.
Since 2009, the ASM II and SSM II wage grades were the same, MA41, along with 18 other classifications such as deputy directors and division-level managers. Eight compensable factors determined wage grades for classifications and the overall level of work of the ASM II and SSM II were essentially at the same level and were compensated equally. Both ASM II and SSM II classifications had incumbents until February 2018 when the only incumbent in a SSM II classification was transferred to an ASM II position.
The method of implementing market salary increases in 2019 based on the results of the Koff Study, invalidated the previously established wage grade system and methodology for determining salaries based on level of work. The assigned market salary increases resulted in the SSM II receiving a 20.3% market increase and the ASM II receiving a 3.4% market increase, although the level of work for the ASM II and SSM II had not changed and were still considered comparable.
From February 2018 to November 2021, there were no incumbents in a SSM II position until one of three SSM II positions was filled. By January 2022, all three SSM II positions were filled. An ASM incumbent filed a grievance regarding the inequity of salary assigned to the ASM to the comparable SSM classification. In order to bring equity to the twelve incumbents in the ASM classifications, Human Resources is recommending to align the salary of the ASM to the SSM salary and to appropriately adjust the salary differential between the ASM I and ASM II, aligning the SSM I to the same.
The County has fulfilled its obligation under Myers-Milias Brown Act (MMBA) with the affected bargaining units.
