Previous Board/Board Committee Actions:
By Resolution Number (No.) 07-220 (November 6, 2007), the Board of Supervisors (BOS) approved BOS Agreement No. 07-242/Department of Transportation (DOT) Agreement No. 070074, with Drake Haglan and Associates (DHA), for completion of a feasibility study for the Redemeyer Road Extension Project. By Resolution No. 09-102 (May 19, 2009), the BOS approved BOS Agreement No. 09-078/DOT Agreement No. 090113, Amendment No. 1 to Agreement No. 07-242/070074, with DHA. By Resolution No. 23-106 (June 6, 2023), the BOS authorized the Director of Transportation to apply for two separate grants through the Local Transportation Climate Adaptation Program (LTCAP) for the Redemeyer Road Extension and the Brooktrails Second Access projects, accept the grants if awarded with no local match, and sign any other necessary related documents, and for DOT to come back to the Board to seek direction and match funding should a match be required. By Resolution No. 24-062 (April 23, 2024), the BOS approved DOT Agreement No. 240006, with GHD, Inc., in the amount of $4,916,000 for Allocation 1, for Professional Engineering Design Services, and authorizing an additional contingency amount of $200,000, for the Redemeyer Road Extension Project, County Road (CR) 215A.
Summary of Request:
The Redemeyer Road Extension Project involves constructing a roadway to extend Redemeyer Road, CR 215A, to the west over the Russian River to connect with North State Street, CR 104. This includes building a new bridge across the Russian River and an at-grade crossing over the existing Northwestern Pacific Railroad tracks. The project aims to improve public safety, emergency response times, and overall connectivity. The Project Approval and Environmental Documents (PA&ED), as well as the Plans, Specifications, and Estimate (PS&E) is funded through the Local Transportation Climate Adaptation Program (LTCAP) Cycle 1 for $12,000,000, with no local match. This project has been recommended for award of an additional $39,930,000, with a 10% local match, in Cycle 2 of the LTCAP for completion of right of way (RW) and construction (CON). DOT is requesting the Board authorize the Director of Transportation to accept the Cycle 2 LTCAP grant in the amount of $39,930,000, with a 10% local match, execute the grant agreement, and sign any other necessary related documents on behalf of Mendocino County; and provide direction to the Director for the match funding. Every attempt will be made to seek match funds, however, the DOT may be requesting up to $3,993,000 in the subject future fiscal years (FY) 2026 to 2029/2030 in local match funds for this important regional project.
Alternative Action/Motion:
Do not authorize acceptance of the Local Transportation Climate Adaption Program (Cycle 2) Grant for the Redemeyer Road Extension and do not complete right of way and construction of the project.
