Summary of Request:
As outlined in California Health and Safety Code (Division 2.5, Chapter 4, Article 1, Sections 1797.200 - 1797.229), each county must designate a Local Emergency Medical Services Agency for administration of Emergency Medical Services (EMS). Mendocino County has contracted with Sonoma County to provide these services since 1993. Sonoma County Department of Health Services, Coastal Valleys Emergency Medical Services Agency (CVEMSA) serves as the Mendocino County LEMSA. CVEMSA is responsible for the oversight and management of an effective emergency medical care delivery system focusing on rapid access, assessment, patient stabilization, and transportation. Attached is the report from CVEMSA highlighting the EMS programs and achievements in FY2023-24.
For FY2024-25, there is a $50,056 increase from last year’s FY2023-24 $364,780 agreement. The amount for FY2025-26 is $448,023 and $483,865 for FY2026-27. Besides the increase in cost, the main change to the FY2024-25 agreement is under section 4D wherein it states if the County of Mendocino engages Sonoma (CVEMSA) to perform additional project work (such as a JPA) that would require a separate agreement agreed upon by both parties. The Executive Office staff is in the process of looking into options to maximize EMS funding.
This agreement is retroactive because Sonoma submitted last minute changes to the agreement on June 14, 2024--requiring additional time for review and negotiations.
