Summary of Request:
Medication Assisted Treatment (MAT) is the use of FDA-approved prescription medications, usually in combination with counseling and behavioral therapies, to provide a clinically effective approach to the treatment of substance use disorders. The California Department of Health Care Services, through sub-recipient Health Management Associates, Inc., provides grant funds for reduction of the recidivism rate of individuals who are opiate users through the use of MAT in drug courts and custody settings. Grant funding will be used to cover: development of an injectable MAT protocol for individuals participating in the County Drug Courts; development of a continuation of care MAT protocol for individuals who are participating in a buprenorphine-based MAT program at the time of incarceration; development and implementation of a referral process, including access to naloxone; and development and implementation of a naloxone training and access program at release from custody for inmates identified as opioid users.
The Health and Human Services Agency (HHSA) worked closely with Health Management Associates to refine the grant application and resulting scope of work for the proposed agreement. HHSA therefore requests the Board of Supervisors ratify submission of the grant application and retroactively approve the MAT revenue Agreement.
