Previous Board/Board Committee Actions:
By Resolution Number (No.) 21-046 (April 6, 2021), the Board of Supervisors authorized the Director of Transportation to advertise for bids for Department of Transportation (DOT) Contract No. 210008 and to award the contract to the lowest responsive, responsible bidder.
Summary of Request:
On March 7, 2022, DOT awarded DOT Contract No. 210008 to Bouthillier’s Construction, Inc., of Willits, California, in the amount of $621,500 for construction of the 2019 Storm Damage Repairs on Briceland Road, County Road 435, milepost 4.79, which was $77,325 under the engineer’s estimate. Due to the need for additional environmental review and clearances, which has resulted in increased material and labor costs, additional funds are required to construct the project. Pursuant to Resolution No. 07-008, the Director’s change order authority is $43,575 per contract change order (CCO). DOT is requesting Board approval for the Director to authorize a change order in the amount of $235,160 to cover these cost increases, for a total contract amount of $856,660. DOT will seek reimbursement from the Federal Emergency Management Agency (FEMA) and California Disaster Assistance Act (CDAA) funding, and 93.75% of the additional costs are anticipated to be reimbursed.
Alternative Action/Motion:
Do not approve authorizing the change order and rebid the project using a revised engineer’s estimate, which would increase the project cost an estimated additional $90,890 beyond the $235,160 being requested.
