Previous Board/Board Committee Actions:
The Board previously approved agreements for the collection by the County of Water, Sewer, and Fire charges fixed by the Brooktrails Community Services District in 1999, and again September 12, 2000.
Summary of Request:
Pursuant to Government Code Section 50078 et seq., and Resolution 2023-09 of the Brooktrails Township Community Services District, the County is requested to levy a special benefit assessment for the Brooktrails Township Community Services District referred to as the Fire Protection and Emergency Response Services Assessment for the purpose of financing the costs of improved fire protection and emergency response in the Brooktrails Fire Department services area. Such assessment will be levied on the 2023-24 and subsequent Secured property tax rolls per the schedule of parcel numbers and their corresponding assessments. The agreement is worded so that it encompasses future fiscal years.
Government Code Section 50078.16 authorizes the placement of these assessments as well as the imposition of a fee for collection. This agreement is at the request of, and for the benefit of the Brooktrails Township Community Services District in order to formally agree to the fee to be charged by the County for the placement of these assessments on the Mendocino County tax roll.
Brooktrails Township Community Service District special assessments are not included in the Teeter Plan for distribution. Distribution of funds received will take place twice per year based on assessments actually collected, net of the fee payable to the County.
