Summary of Request

Mendocino County currently contracts with Redwood Community Services, Inc. (RCS) to provide shelter services and related resources to inland clients at the Building Bridges Homeless Resource Center, located at 1045 S. State St., Ukiah. These services address the needs of Mendocino County Department of Social Services (MCDSS) Adult Protective Services (APS) clients, as well as additional individuals in Mendocino County who are experiencing homelessness and need to be sheltered. Through the proposed Agreement, RCS will provide beds, meals, shower and laundry facilities, phone access, mail delivery, other amenities, outreach, Housing Stability Plans, and case management to qualified individuals. Additionally, this site serves as a central hub for local service providers to provide direct services and refer clients for other appropriate services.

 

General resources available to address the unsheltered population of Mendocino County include temporary and emergency housing and supportive services. Persons experiencing chronic homelessness comprised approximately 37% of the total population served through the Mendocino County Homeless Services Continuum of Care (MCHSCoC) between May 1, 2022, and April 30, 2022. The services provided by RCS under the proposed Agreement, are a critical component to address the homeless epidemic within Mendocino County, as defined within the Mendocino County Strategic Plan to Address Homelessness.

 

The proposed Agreement was originally scheduled for approval on the consent calendar for the June 20, 2023, Board of Supervisors meeting. Due to original source of funding and budgetary concerns, the item was removed for further review. An internal review of funding sources was completed with an alternate funding source identified; funding from the Housing and Homelessness Incentive Program (HHIP) allocation to Mendocino County, through Partnership HealthPlan of California, will be used to support the services described in the proposed Agreement. During funding source review, the July 1, 2023 start date passed, necessitating retroactive approval of this Agreement.
