Summary of Request

Board of Supervisors Agreement No. 16-001 with Interactive Resources is for the design and engineering of three major roof and HVAC equipment replacement projects at the County Administration Center and the Public Health/Mental Health buildings. The first project for the Northwest portion of the Administration Center was completed in early 2017. Design was completed for the Public Health/Mental Health Building and bids were received in March of this year. The bids were over budget and department funding could not be secured for the 16-17 fiscal year; the department requested the project be split into two phases and rebid later in the year.  The final project for the South and East wings of the County Administration Center requires additional design work to (1) provide design input for the phasing of the project to ensure HVAC service to all areas of the building during the construction period to minimize the impacts on county operations and staff; (2) revise specifications for roofing materials to improve long term performance and lower installation costs; (3) complete minor adjustments to the scope of the project at the request of Facilities Staff; and (4) perform additional investigation, coordination and evaluation services to interface new the mechanical system components on the roof with the existing distribution network inside the building.  The Executive Office, Facilities and Fleet Division is recommending approval of Change Order No. 3 to refine and improve our Roof and HVAC Replacement program.  The attached Change Order No. 3 and Interactive Resources Change Proposal 03 are included to illustrate a more detailed description and the specific costs for each of the changes.
