Summary of Request:
The Wildfire Prevention (WP) Grants Program, administered by the California Department of Forestry and Fire Protection (CAL FIRE), provides funding for projects aimed at improving public health and safety while reducing greenhouse gas emissions in fire-threatened communities. The program supports activities such as hazardous fuels reduction, wildfire prevention planning, and education, all with a focus on enhancing safety and reducing greenhouse gas emissions.
On August 6, 2025, the County of Mendocino's Grants Unit, in collaboration with the Prevention, Recovery, Resiliency, and Mitigation Division, submitted an application for the Hopland Shaded Fuel Break (SFB) Project. This project proposes the construction of a 63.14-acre, 1.72-mile shaded fuel break along ridgelines west of Hopland, stretching from Feliz Creek Road to Hewlitt Sturtevant Road. If funded, the project will remove ladder fuels and improve community protection for over 100 structures in downtown Hopland.
Mendocino County, in collaboration with the Mendocino County Fire Safe Council, will implement hazardous fuel reduction efforts, including a minimum of 10 community chipper days in the broader Hopland area. This initiative will be carried out in partnership with the Feliz Creek Fire Safe Council, McNab Ranch Fire Safe Council, and the Hopland Band of Pomo Indians. The project aims to create defensible space around approximately 82 homes, treating a total of 16.4 acres over the course of 10 chipper days. The goal of this proposed project is to support the County's ongoing wildfire resilience strategy, reduce risks, and enhance emergency response capabilities in vulnerable areas.
The timeline established for this grant did not allow sufficient time for the application to undergo review and approval by the Board of Supervisors prior to submission. Given the urgent deadlines, particularly due to the comprehensive requirements associated with the application process, staff prioritized the development of a competitive proposal within the constrained timeframe. This approach was critical to ensure compliance with eligibility criteria and to meet the grant submission deadline. If awarded, the Chief Executive Officer or a designated representative will sign and execute the agreement and any related documents pertaining to the grant.
Alternative Action/Motion:
Do not approve, provide alternate direction to staff and return item to staff for handling.
