Previous Board/Board Committee Actions:

March 9, 2021, the Board of Supervisors, during the budget workshop, discussed obtaining input from the Community and County Departments regarding priority projects within the County that could be funded by the Pacific Gas and Electric disaster settlement funds.

 

August 17, 2021, Item 4(f), acceptance of prioritized spend for projects utilizing Pacific Gas and Electric disaster settlement funds; discussion and request for the Fire and Emergency Medical Services Ad Hoc to work with the Mendocino County Association of Fire Districts to return with a plan for a fair and balanced allocation of $1,000,000 to benefit fire services County-wide. 

 

December 14, 2021, Item 6(a), approval to invest one-time Pacific Gas and Electric disaster settlement funds in the amount of $1,000,000 to fund Mendocino County Association of Fire Districts, with $45,454.55 to each of the twenty-two districts, including approval to award $45,454.55 to Fort Bragg Fire Department, and $45,454.55 to Fort Bragg Rural Fire Protection District, with a combined total of $90,909.10 to Fort Bragg Fire Protection Authority for purchase of structural and wildland gear, and equipment.                     

 

Summary of Request

On December 14, 2021, the Mendocino County Board of Supervisors (BOS) approved investing one-time Pacific Gas and Electric (PG&E) disaster settlement funds in the amount of $1,000,000 to fund Mendocino County Association of Fire Districts (MCAFD). Through this approval, each of the twenty-two districts will receive $45,454.55 for various purchases and projects according to the BOS approved MCAFD PG&E Settlement Allocations. The BOS approved Fort Bragg City Fire Department’s and Fort Bragg Rural Fire Protection District’s $45,454.55 proposals, for a combined total of $90,909.10 under the Fort Bragg Fire Protection Authority (FB FPA), to purchase structural and wildland gear and equipment.

 

Since BOS approval on December 14, 2021, FB FPA discovered that their portable radios are becoming obsolete, and determined that a portion of the PG&E funds would be more appropriately utilized for purchase of new radios. The current portable radios are used every day, and FB FPA relies on them to communicate internally and with dispatchers, making them a “must have priority”. The original proposal, approved by the BOS, included the purchase of 30 complete sets of structural personal protective equipment (PPE). The revised proposal reduces this to 17 complete sets of structural PPE, and uses the remaining funds for the purchase of 12 new radios.

 

Staff is seeking BOS approval of the revised proposal reallocating a portion of the funds towards the purchase of 12 new radios. This proposal change does not affect the BOS’s total PG&E settlement funds allocated to FB FPA.
