Summary of Request

A Welfare to Work is the mandatory employment and training program for adults receiving CalWORKs (California Work Opportunity and Responsibility to Kids).  The primary goal of the program is to help participants recognize and overcome barriers to employment, and to transition to long-term financial self-sufficiency.

 

Domestic abuse is a crime with far-reaching impacts.  It is recognized as a major barrier to employment.  Federal and State regulations authorize the use of Welfare to Work funds to help remove employment barriers for public assistance recipients.  Helping victims, or potential victims, of domestic abuse requires more than a one-dimensional approach.  Project Sanctuary’s services include classes with a wide range of topics designed to raise awareness of personal relationship issues and means to break the cycle of abuse as well as individual and group counseling.

 

In Mendocino County, Project Sanctuary is the only organization to provide these necessary services.  They have been contracted with Mendocino County Department of Social Services, Employment and Family Assistance Services for at least ten years, with their contracts falling under Department or Purchasing Authority approval levels.

 

With the changes to Policy 1, the agreement exceeds the County’s threshold for administrative approval and therefore requires approval by the Board of Supervisors.  As part of the review process some discrepancies were discovered that needed to be resolved with the vendor for the 2025/26 contract.   An amendment was made to the 2025/26 to resolve the issues.  Further negotiations were needed with the contractor to bring the new contract into alignment.  This took longer than expected and has put us into the situation of making this contract retroactive.
