Summary of Request

The USDA Community Facilities Direct Loan & Grant Program provides affordable funding to develop and improve essential community facilities in rural areas. Coast Community branch in Point Arena needs updated technology including: a new self-checkout computer, identifying tag conversion cart and check out circulation scanners, receipt printers, coin machine and public print PC, conference technology (laptop, camera, microphone & speaker, and screen), a portable study pod, and a generator to continue to provide needed services during power outages.

 

The Coast Community Branch serves Point Arena and residents and visitors in neighboring communities such as Elk, Anchor Bay, Manchester, and Gualala. It provides free access to fast internet and is the only location which has printing and copying available. The grant would provide for modernization of the process with a self-service print system PC and coin machine. Other improvements include equipment needed to implement the circulation system which is in use by most libraries today including our Sonoma County Library partner, as well as new conference meeting room equipment, and a portable study or meeting space for one or two people. With frequent power outages, the new generator would provide for continuity of services. The installation of the generator would be paid for by the Friends of the Coast Community Branch Library and would use fuel from the current HVAC’s propane tank.

 

The estimated expenses total $59,533. The USDA grant will cover 55% of the expenses or $32,753 and 45% or $26,790 of the expenses will be paid by the Library Capital Investment fund. Programs such as this allow the Library’s Capital Investment funds to contribute towards improvements for the branches which are not owned by the County.

 

The USDA Community Facilities program provides for an Effective County Government by supplementing the funding for the equipment. The generator will allow the library to provide residents with a community center for information and services even during power outages contributing to a Safe and Healthy County. The Library is requesting retroactive application submission approval and per Policy No. 25, the CEO authorized the submission.
