Previous Board/Board Committee Actions:

By Resolution Number (No.) 08-239 (December 9, 2008), the Board of Supervisors (BOS) approved and executed a Memorandum of Understanding, BOS Agreement No. 08-214/Department of Transportation (DOT) Agreement No. 080109, with Mendocino College, through their Redevelopment Agency (RDA) Funds, regarding the North State Street “Gateway Revitalization Project” for the cooperative repayment plan between the College and County, including the Ackerman Creek Bridge Replacement on North State Street (PROJECT). By Resolution No. 11-093 (June 14, 2011), the BOS approved BOS Agreement No. 11-056/ DOT Agreement No. 110002 with Quincy Engineering, Inc. (QEI), for professional services to complete the plans, specifications, and estimate for the replacement of Ackerman Creek Bridge on North State Street. By Resolution No. 16-016, the BOS adopted an Initial Study/Mitigated Negative Declaration and a Mitigation Monitoring and Reporting Program in compliance with the California Environmental Quality Act (CEQA) requirements for the Ackerman Creek Bridge Replacement project on North State Street. By Resolution No. 24-023, the BOS authorized DOT to advertise and award DOT Contract No. 200093 at an estimated cost of $15,000,000.                     

 

Summary of Request

There is a need for construction management services for the construction phase of the PROJECT.  DOT has insufficient engineering staff to perform the work in a timely manner and therefore requires professional, expert, and technical services of a temporary nature.  DOT has undergone a qualification- based selection process to find a consultant who can perform the construction engineering work and has selected Consor based on their qualifications.  DOT Agreement No. 240007 provides for specialized consultant services with Consor for construction management services of the PROJECT in the amount of $1,280,000.  The project is anticipated to be 88.53% reimbursable through the Federal Highway Administration (FHWA) Highway Bridge Program (HBP) with the local match funded through College Redevelopment Agency (RDA) funds, Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA), and the Road Fund.
