Previous Board/Board Committee Actions:
By Resolution Number (No.) 20-018 (February 25, 2020), the Board of Supervisors (BOS) approved BOS Agreement No. 20-016/Department of Transportation (DOT) Agreement No. 190088 with Schaaf & Wheeler Consulting Civil Engineers (Schaaf & Wheeler) to perform the Stormwater Trash Capture Feasibility Study. By Resolution No. 22-182 (June 7, 2022), the Board approved BOS Agreement No. 22-140/DOT Agreement No. 220006 with Schaaf & Wheeler Consulting Civil Engineers (Schaaf & Wheeler) to design and develop plans, specifications, and estimate for installation of the trash capture devices.
Summary of Request:
On June 1, 2017, the State Water Resources Control Board issued Water Code Section 13383 Order letters (Order) requiring Phase II Small Municipal Separate Storm Sewer System (MS4) permittees to submit a method to comply with new statewide Trash Provisions. Under DOT Agreement No. 190088, Schaaf & Wheeler developed a comprehensive stormwater trash capture feasibility study as a preliminary step to compliance with the order. Based on the results of that study, design of the stormwater trash capture devices was completed under DOT Agreement No. 220006 with Schaaf & Wheeler, giving the County bid-ready construction documents. We are now ready to begin construction for an estimated amount of $205,000. In order to facilitate timely completion of work, DOT believes it is prudent to budget a 5% contingency in the amount of $12,000 for unforeseen additional work that may need to be performed and authorize the Director of Transportation to sign any and all amendments up to that amount.
Alternative Action/Motion:
Cancel or postpone approval DOT Agreement No. 260037, putting the County at risk of being out of compliance with State Water Resources Control Board orders
