Summary of Request

The Budget Act of 2023 (SB 101, Chapter 12, Statutes of 2023) approved the annual, ongoing appropriation of $95 million available for the California Work Opportunity and Responsibility to Kids (CalWORKs), Housing Support Program (HSP), available for expenditure July 1, 2023 through June 30, 2025. HSP was established in 2014 by SB 855 (Chapter 29, Statutes of 2014) and allowed for counties to submit proposals for plans to operate HSPs in accordance with the core components of Housing First, to foster housing stability for CalWORKs families experiencing or at risk of homelessness. Mendocino County has operated a CalWORKs HSP since 2015, and currently supports 75 households through the program. Services under this program include case management, rental subsidies, security deposits, utility payments, moving costs, landlord engagement, and legal service fees.

 

On September 27, 2023, Mendocino County received the proposed All County Welfare Directors Letter from California Department of Social Services (CDSS), announcing availability of Fiscal Year (FY) 2023-24 CalWORKs HSP need-based non-competitive allocations for all 58 counties. The letter included $429,171 of CalWORKs HSP funding for Mendocino County, with an option to request additional funds. When reviewing the letter, Mendocino County Social Services (MCSS) opted to accept the $429,171 of allocated funds and request additional funding up to $500,000. If additional funding is approved by CDSS, Mendocino County will be allocated a total of $929,171 for CalWORKs HSP services in Mendocino County.

 

The proposed letter was received by MCSS after the start of FY 2023-24, creating a retroactive start date of July 1, 2023, for CDSS CalWORKs HSP funding. MCSS submitted the proposed letter to CDSS on 11/13/2023 in order to meet CDSS’s November 13, 2023, acceptance deadline, and is now requesting ratification of that submission for these retroactive CalWORKs HSP funds.
