Approve Agreement with Goldfarb and Lipman, LLP., in the amount of $20,000 to provide legal services, such as contract negotiation, associated with Capital projects for housing development, effective upon full execution through December 31, 2021; authorize the Health and Human Services Agency Assistant Director or designee to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request

Current Housing Development Projects in Mendocino County are funded by a variety of grant sources including: California's No Place Like Home program, Project Homekey, Partnership HealthPlan of California Local Innovation Grants, Homeless Emergency Aid Program (HEAP), Homeless Housing Assistance Program (HHAP), and Emergency Solutions Grant (ESG-CV). Goldfarb and Lipman, LLP., is qualified to provide counsel to the County that is outside the normal scope of expertise of County Counsel as related to housing development projects utilizing grant funds. Legal services will include assistance and advice regarding projects, document review and counsel, representation during negotiations of associated contracts, and any other legal service necessary for the purpose of timely and adequate completion of contracts associated with capital projects for housing development.
