Previous Board/Board Committee Actions:
On March 9, 2021, the Board of Supervisors during the budget workshop discussed obtaining input from the Community and County Departments regarding priority projects within the County that could be funded by the PG&E Disaster Settlement Funds;
June 8, 2021, Item 4(e), the Board accepted the Chief Executive Officer’s summary and correspondence from various community agencies regarding projects for strategically investing One-Time PG&E Disaster Settlement Funds. Correspondence included a request from Potter Valley Community Parks and Recreation for $33,500 of funds to cover costs for installation of a new well and purchase of supplies for livestock evacuations during emergencies;
August 17, 2021, Item 4(f), the Board accepted prioritized spend for projects utilizing PG&E Disaster Settlement Funds, including approval of $9,000 to Potter Valley Community Parks and Recreation;
March 1, 2022, Item 3(k), the Board approved Agreement with Potter Valley Community Parks and Recreation in the amount of $9,000 for the purchase of supplies for livestock evacuations;
June 29, 2022, the Executive Office executed First Amendment No. EO 22-38 to extend the term date of the Agreement from June 30, 2022 to June 30, 2023.
Summary of Request:
On August 17, 2021, the Mendocino County Board of Supervisors (BOS) approved a Prioritized Spend related to projects for strategically investing one-time Pacific Gas and Electric (PG&E) disaster settlement funds, and authorized the Assistant Chief Executive Officer to prepare and bring forward the necessary contracts for distribution of funds to non-county agencies. The original Agreement with Potter Valley Community Parks and Recreation in the amount of $9,000 to purchase supplies for livestock evacuations during emergencies was among the contracts approved by the BOS on the Prioritized Spend.
Pursuant to the original Agreement, Potter Valley Community Parks and Recreation was to utilize funding to purchase 30 12-foot panels, one panel trailer and 60 7-foot T-Posts, to create temporary livestock pens at the Potter Valley Rodeo Grounds that will be used in emergencies when livestock evacuations are needed. Potter Valley Community Parks and Recreation was not able to locate or purchase the panel trailer needed to easily maneuver the panels and T-posts; however they were able to obtain a boat trailer and now request the funds be used for the materials and labor to retrofit the trailer. Potter Valley Community Parks and Recreation’s use of these supplies and equipment will enhance the County’s resiliency and facilitate a more effective response to the evacuation of animals during disasters.
