Approve retroactive Agreement with American Guard Services, Inc. in the amount of $220,480 to provide security guard services at Health and Human Services Agency locations, effective October 4, 2020 through October 3, 2021; authorize a Health and Human Services Agency Branch Director to sign any amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
Mendocino County Health and Human Services Agency (HHSA), Special Investigations Unit (SIU), issued a Request for Proposals (RFP) for Security Guard Services on April 1, 2019. SIU selected American Guard Services, the top ranked vendor, to contract with HHSA. American Guard Services has contracted with HHSA for the past three Fiscal Years for guard services, and will continue to do so through this new Agreement.
Pursuant to the proposed Agreement, American Guard Services will provide four (4) uniformed and supervised Security Guards for forty (40) hours per week at each of the following Mendocino County HHSA sites:
• Yokayo Social Services Campus (727/737/747 South State Street, Ukiah)
• Public Health and Veterans Services Buildings (1120 South Dora Street, Ukiah)
• Fort Bragg Avila Center (764/790 South Franklin Street, Fort Bragg)
• Willits Integrated Services Center, (WISC) (472 East Valley Street, Willits
After drafting an initial contract and processing for signatures, American Guard Services requested a revision to the contract in order to remain competitive with the local prevailing wage for security guards. This resulted in a revision to the contract and necessitated the retroactive start date.
