Adopt Resolution approving Department of Transportation Agreement number 230004 with North State Truck Equipment Inc DBA: Diesel Emissions Service in the amount of $350,000 for the term beginning upon execution of the Agreement through June 30, 2026, to remain California Air Resource Board Compliant Countywide; and authorize Chair to sign same.

Summary of Request

Department of Transportation (DOT) Agreement Number (No.) 230004 provides for the ability for DOT to remain California Air Resource Board (CARB) compliant by installing aftermarket Diesel Particulate Filters (DPFs) on approximately 12 vehicles/equipment.  Each DPF system is specifically designed for each vehicle, engine horsepower and its type of use. DOT currently owns and operates several different brands of diesel trucks and heavy equipment. DOT reached out to vendors located on the Highway 101 corridor; Peterson Trucks Ukiah/Santa Rosa, Cummings Parts and Service, Arcata, Coast Counties Peterbilt, Windsor along with Sacramento Truck Center, Sacramento. Vendors contacted were either not interested in performing this service, no longer provide this service or were selective to vehicles serviced. North State Truck Equipment, Inc., DBA: Diesel Emissions Service (DES) is the only vendor willing to service all brands of vehicles/equipment, design the systems needed for each and perform warranty service for these vehicles/equipment and Exception to Bid No. 23-69 has been approved accordingly.

Do not approve DOT Agreement N0. 230004 and delay compliance with CARB requirements
