Summary of Request

The California Department of Health Care Services (DHCS) California Youth Opioid Response (YOR 3) grant is administered by the Sierra Health Foundation in partnership with the California Institute for Behavioral Health Solutions (CIBHS). This project is funded by State Opioid Response (SOR) III monies through the Medication Assisted Treatment (MAT) Expansion Project using federal funds awarded to DHCS. Grantees agree to provide services to persons ages 12 to 24 years old who are at risk of developing an Opiate Use Disorder (OUD) or stimulant use disorders, have an OUD or stimulant use disorder, or are at risk of an opioid or stimulant overdose.

 

The proposed retroactive grant Agreement will be utilized by Mendocino County Behavioral Health and Recovery Services’ (BHRS) Prevention and Wellness Unit, to expand outreach to individuals between the ages of 12 and 24 who are at risk of or currently experiencing substance abuse, and related negative consequences such as addiction, overdose, and criminal involvement. The population served will also include individuals who are disproportionately affected by the opioid and stimulant epidemic, such as those from low-income and marginalized communities. Youth growing up under these circumstances are more likely to be exposed to trauma, have limited access to healthcare, and lack access to safe and stable housing, which can increase the risk of substance abuse. Additionally, data shows that young people in poverty are more likely to be involved in the criminal justice system, which can further exacerbate their substance abuse problems.

 

On December 9, 2022, DHCS released a Request for Applications for the CIBHS YOR 3 grant. Mendocino County BHRS submitted the CIBHS YOR 3 grant application on January 19, 2023 and received notice of award on March 20, 2023.

 

Due to time constraints, the grant application was submitted to DHCS prior to Board of Supervisors (BOS) approval. DHCS then determined a start date of April 1, 2023, and BHRS is now seeking BOS ratification of the grant application, and execution of the retroactive grant Agreement.
