Summary of Request:
Mendocino County AIDS/Viral Hepatitis Network (MCAVHN) has been serving the local community since 1987, providing services and support to persons affected by substance use disorders and behavioral health conditions, as well as harm reduction services for the prevention of Hepatitis C and HIV. Through Agreements with Mendocino County Public Health (PH), MCAVHN has provided services for Mendocino County in compliance with best practices of the California Department of Public Health’s Syringe Exchange Certification Program. The goal of these services is to reduce the spread of infectious diseases that threaten public health, improve the safe disposal of syringes while reducing the inappropriate disposal of syringes and medications that threaten the general public, and engage individuals who are injection drug users to connect them with recovery and treatment services.
MCAVHN’s harm reduction and needle exchange services for Mendocino County will continue through the proposed Agreement, including: organizing regularly scheduled needle exchanges and collecting used needles from people who inject drugs; providing Hepatitis C and HIV education, counseling, and testing; providing Naloxone and Narcan trainings countywide; collaborating with nonprofit partners to coordinate efforts; scheduling on-site visits with County tribal entities that are open to receiving trainings and services; and providing regularly scheduled outreach and engagement services throughout the County.
PH and MCAVHN’s collaboration to establish the proposed new Agreement for harm reduction and needle exchange services in Mendocino County took longer than expected, creating a retroactive start date of July 1, 2023. Keeping this start date will eliminate a lapse in coverage of these essential services.
