Adopt Resolution ratifying the MCAQMD submittal of the application to participate in year 26 of the State Carl Moyer Program for the fiscal year 2023-24, authorizing the Air Pollution Control Officer to accept allocated State Program funds in the amount of $200,000, and execute the Grant Agreement on behalf of the district and follow all requirements of the Program; and authorize chair to sign same.

December 14, 2021 - The Board approved a prioritized list of applications for CMP Program funds for Year 23.
February 2022 - MCAQMD staff requested that CARB reconsider the redirection of funds to RAP since Year 24 funds due to staffing shortages. Project funding and administration funds will be sent to the MCAQMD, and the MCAQMD will manage the projects. Approval for Carl Moyer Program funding designated to RAP for year 24 (Fiscal Year 2021-2022) is still in progress.
March 14, 2023- Board approval of the Districts Carl Moyer Program Application for Funding Year 25
Summary of Request:
The Carl Moyer Program is administered by the California Air Resources Board. Funding originates from the “smog-check waiver fee” and the tire impact fee assessed by the State. The Program creates incentives in the form of grants to cover an incremental portion of the cost of purchasing new, replacing existing, or retrofitting existing diesel engines with cleaner on-road and off-road engines. Diesel engines contribute about 40% of all oxides of nitrogen emissions (NOx) from mobile sources. NOx is one of the main contributors to ground-level ozone. A secondary focus of the program is reducing the PM-10 and toxic compounds also contained in diesel exhaust.
Since 2000, the MCAQMD has provided funding through the Carl Moyer Program in the amount exceeding $4.4 million to public agencies and private companies for projects in Mendocino County.
The District is requesting the total allocation of $200,000 from ARB for fiscal year 2023/24
The Air Resources Board requires a resolution from the District Board authorizing the District to participate in the Year 26 Carl Moyer Program, accept Program funds and agree to follow the requirements of the Program.
Alternative Action/Motion:
Not approve the District’s participation in the Carl Moyer Program and direct District staff to locate alternative sources for funding or alternative programs.
