Approve retroactive Memorandum of Understanding with Carol Orton in association with Pinoleville Pomo Nation Vocational Rehabilitation Program, to provide clinical supervision hours to Mendocino County Behavioral Health and Recovery Services clinical staff, effective June 1, 2022, through one year from signature date; authorize the Behavioral Health and Recovery Services Director or designee to sign any future amendments that do not increase the maximum amount; and authorize Chair to sign same.

Summary of Request

Carol Orton is licensed by the State of California as a Licensed Clinical Social Worker (LCSW). Carol previously provided clinical supervision to at least one Mendocino County Behavioral Health and Recovery Services (BHRS) employee, prior to their employment with Mendocino County. This supervision was provided in association with Pinoleville Pomo Nation Vocational Rehabilitation Program, a tax-exempt tribal entity.

 

Through the proposed Memorandum of Understanding, Carol will continue to provide supervision of clinical interns who are employees of Mendocino County. These intern-employees are required to be supervised by a qualified LCSW in order to complete practicum hours, accomplish a clinical license, and/or earn certain relative degrees. Additionally, this clinical supervision must be performed by another clinician of the same licensure type, and BHRS does not currently employ an LCSW who can provide this required supervision.

 

BHRS agreed to authorize Carol’s clinical supervision hours back to June 1, 2022, the date the employee’s classification met scope of practice for clinical hours. As a result, the proposed Agreement is being approved with a retroactive start date of June 1, 2022.
