Previous Board/Board Committee Actions:

By Resolution Number (No.) 08-239 (December 9, 2008), the Board of Supervisors (BOS) approved and executed a Memorandum of Understanding, BOS Agreement No. 08-214/Department of Transportation (DOT) Agreement No. 080109, with Mendocino College, through their Redevelopment Agency (RDA) Funds, regarding the North State Street “Gateway Revitalization Project” for the cooperative repayment plan between the College and County, including the Ackerman Creek Bridge Replacement on North State Street. By Resolution No. 11-093 (June 14, 2011), the BOS approved BOS Agreement No. 11-056/ DOT Agreement No. 110002 with Quincy Engineering, Inc. (QEI), for professional services to complete the plans, specifications, and estimate for the replacement of Ackerman Creek Bridge on North State Street. By Resolution No. 16-016, the BOS adopted an Initial Study/Mitigated Negative Declaration and a Mitigation Monitoring and Reporting Program in compliance with the California Environmental Quality Act (CEQA) requirements for the Ackerman Creek Bridge Replacement project on North State Street. By Resolution No. 21-048, the BOS authorized DOT to advertise and award DOT contract No. 200093 at an estimated cost of $9,889,000.                     

 

Summary of Request

Mendocino County Department of Transportation will prepare and administer construction plans, specifications, estimates, and contract documents for DOT Contract No. 200093, for the replacement of the Ackerman Creek Bridge on North State Street, CR 104, milepost 0.97. This project is for the construction of a new bridge on the same alignment, removal of the existing concrete and steel bridge, and streambed restoration. The work is anticipated to span two construction seasons. BOS previously authorized DOT to advertise for bids and award DOT Contract No. 200093. However, due to a delay in funding and rising construction costs, the current engineer’s estimate exceeds the original authorized cost estimate. The current total construction costs, including contingency, are estimated at $15,000,000. The project is anticipated to be 88.53% reimbursable through the Federal Highway Administration (FHWA) Highway Bridge Program (HBP) with the local match funded through College RDA funds, State Transportation Improvement Program (STIP), Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA), and the Road Fund.
