Summary of Request:
On July 28, 2021, Mendocino County Behavioral Health and Recovery Services (BHRS) submitted an application for the California Department of Health Care Services’ (DHCS) Telehealth Expansion grant for Medication Assisted Treatment SOR 2 Coronavirus Telehealth, administered by the Sierra Health Foundation. On October 28, 2021, BHRS was awarded $99,594, resulting in the proposed Grant Subcontract No. CA21MAT554 with Sierra Health Foundation. BHRS will use grant funds to institute a fully functioning Substance Use Disorder Treatment (SUDT) telehealth program to effectively provide services remotely.
Currently, BHRS SUDT has limited technology to provide telehealth services. Funds from the DHCS Telehealth Expansion grant will help further develop and expand the SUDT telehealth infrastructure, resulting in greater health equity across difficult to access remote areas and populations who have challenges traveling for in person services.
BHRS received contract documents on December 3, 2021, including Grant Subcontract No. CA21MAT554, with an effective date of November 20, 2021 through November 30, 2022. Grant Subcontract No. CA21MAT554 routed through County approvals immediately after receipt, and is now up for Board of Supervisors approval with a retroactive start date.
Alternative Action/Motion:
Return to staff for alternative handling.
How Does This Item Support the General Plan?
The grant supports several aspects of the General Plan by expanding telehealth to Mendocino County’s remote populations and to those who face challenges attending in person. Behavioral Health and Recovery Services (BHRS) will meet Principle 2-3f by collaborating with local communities and organizations to reduce health disparities in low-income communities and reduce disparities in access to County services. Additionally, BHRS meets goal DE-29 to support a healthy population that has access to healthcare, as well as DE-238, as it works to promote all acts of wellness in County populations.
