Authorize the Purchasing Agent or designee to establish a capital improvement project to replace the roof and HVAC equipment on the Health Services Building at 1120 South Dora Street in Ukiah in the amount of $3,685,377 with Behavioral Health Intergovernmental Transfers, Public Health Intergovernmental Transfers, and Public Health Realignment; authorize the Capital Projects Manager to act as project manager to enter contracts and approve change orders for the project, pursuant to Public Contract Code section 20142; approve appropriation form; and authorize Chair to sign same.

Previous Board/Board Committee Actions:
Approval of fiscal year budget 2017-2018 which included funding for the Public Health - Mental Health Roof and HVAC Replacement Project with funding from the Health and Human Services Agency (HHSA). At the April 4, 2017 meeting the Board rejected all bids for the project due to bid irregularities and the budget shortfall at HHSA, and directed staff to proceed with a reduced scope phase 1 project. At the December 18, 2017 meeting the Board awarded a contract to CWS Construction Group for the Phase 1 project that completed an HVAC and Roof replacement for only the South Wing of the building.
Summary of Request:
Since the completion of the Phase 1 Roof and HVAC project for the Health Services building at 1120 South Dora Street in Ukiah in 2018, there has been no proposed funding to complete Phase 2 of the project. Behavioral Health and Recovery Services (BHRS) and Public Health have funding available in the current year’s budget to proceed with the Phase 2 of the Health Services Roof and HVAC project. This funding has been secured in the current 2025-26 fiscal year and will be transferred to the Capital Improvement Budget Unit in order for this funding to remain available until the project is completed.

Do not provide authorization and provide direction to staff.
