Previous Board/Board Committee Actions:
On June 22, 2021, the Board of Supervisors adopted the Master Position Allocation Table for the FY 2021-2022 Budget, Resolution Number 21-090. On March 11, 2018, the Board Adopted Resolution 18-031 revising the salary of the Planner series.
Summary of Request:
The Human Resources Department is charged, as part of the overall maintenance of the classification and compensation plan, to evaluate current classifications, create new classifications (including appropriate salary levels), reclassify positions, examine requests for salary grade adjustments, analyze allocations, and make recommendations for additions, modifications, and corrections.
In 2018, the Board directed a salary review of the Planner series classifications and subsequently on March 11, 2018, through the adoption of Resolution No. 18-031, adopted salary revisions to the Planner series. During a recent review of the Cartographer/Planner classification, it came to Human Resources’ attention that the pay of Cartographer/Planner had fallen well below that of Planner II. Prior to 2018, the two (2) classes were aligned at the same pay. A review of the 2018 salary revisions for the Planner series revealed that the Cartographer/Planner was left out of the review and salary revisions. Since the implementation of the July 11, 2021 salary adjustments, the Cartographer/Planner is paid approximately 23% below the Planner II. Although there are no current allocations, this classification has typically been used in Planning and Building Services; an allocation of this class will be proposed for use by the Cannabis Program under separate item. Human Resources recommends this salary revision to re-establish the previous alignment with Planner II. The County has fulfilled its obligation with the affected bargaining unit related to this proposed salary revision.
NOTE: Please note that the pay rate on attached Resolution is shown in terms of hourly rate; this is a departure from previous Resolutions, which have shown bi-weekly rates. While pay periods run on a bi-weekly basis, with the exception of employees with annual contracts and elected positions, employees are paid an hourly rate. Pay rate is generally most often expressed in terms of hourly rates, including in the Munis HR and payroll modules. Discussions about pay and pay comparisons are most often put in terms of hourly rates or annual rates. Human Resources believes that expressing the pay rates in terms of hourly rates is a simpler format than reflecting bi-weekly rates.

Do not adopt recommendation and direct staff.
