Approve Agreement with Redwood Community Services (RCS) Haven House in the amount of $370,000 to provide housing and case management Specialty Mental Health Services (SMHS), including services required to meet the County’s obligation to provide Specialty Mental Health Services (SMHS) under the Assisted Outpatient Treatment (AOT) Demonstration Project Act and the Lanterman-Petris-Short (LPS) Act, effective July 1, 2025, through June 30, 2026; authorize the Health Services Director to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
This contract with RCS Haven House is to arrange and pay for SMHS, providing 24/7 supportive living services, as well as case management to clients 18 years old and above in Mendocino County who are court-ordered for AOT continuum of care and/or LPS services. Placements in RCS Supportive Housing are a more cost-effective way to provide mandated supportive living requirements for our AOT continuum of care and LPS clients in lieu of more costly out-of-county placements. These placements also enable LPS and AOT continuum of care clients to remain in the community, providing an opportunity to build or strengthen their family support systems. This agreement enables RCS to arrange for necessary SMHS on behalf of the County, while allowing the County to maintain a comprehensive Mental Health Plan and ensure compliance with applicable laws, rules, and regulations.
