Previous Board/Board Committee Actions:

On May 5, 2015, the Board of Supervisors adopted a resolution authorizing the processing of a Consolidated Coastal Development Permit for the California Ocean Protection Council to install twenty (20) educational and interpretive Marine Protected Areas signage at various locations throughout the

Mendocino County Coastal Zone.                     

 

Summary of Request

The California Marine Sanctuary Foundation (CMSF) requests the processing of a Consolidated Coastal Development Permit to install Marine Protected Area (MPA) signs along the California coast, including six (6) locations in Mendocino County. Three (3) of the locations are entirely within Mendocino County’s LCP jurisdiction and one (1) location has bisected jurisdiction between the County and Coastal Commission. The signs would be located near the Point Arena Lighthouse, Old Smith Ranch preserve, Seaside Beach, and Van Damme State Park. The proposed installation is part of a larger signage project across the State in partnership with the MPA Collaborative Network, California Department of Fish & Wildlife, and Ocean Protection Council. Consolidation would streamline the permitting process by allowing all signs within Mendocino County to be processed under a single Coastal Development Permit.

 

The project area includes land within the permit jurisdiction of both the County of Mendocino and the California Coastal Commission. The Point Arena Lighthouse and Old Smith Ranch locations are within Mendocino County’s jurisdiction, the Van Damme State Park locations are within the Coastal Commission’s jurisdiction, and the Seaside Beach location bisects County and Coastal Commission jurisdiction. California Public Resources Code Section 30601.3 allows the processing of a Consolidated Coastal Development Permit when the local government and Coastal Commission both consent to the consolidation, provided public participation is not substantially impaired. All parties have agreed to the consolidation. The processing of a Consolidated Coastal Development Permit would eventually require that the Coastal Commission hold a public hearing, which would afford the same degree of public participation as the hearing procedures in Mendocino County.

 

Alternative Action/Motion:

Do not adopt the resolution and require the processing of a Coastal Development Permit for the locations within the County’s permit jurisdiction.
