All County Job Classifications are approved by Civil Service and/or Board Action prior to use; the classifications referenced in the agenda summary and resolution were approved by the Board at various times between 2005 and 2021. On December 18, 2024, the Civil Service Commission approved the abolishment of the three dormant Civil Service classifications during public meeting.
Summary of Request:
The Human Resources Department is charged, as part of the overall maintenance of the classification and compensation plan, to evaluate current classifications, create new classifications (including appropriate salary levels), reclassify positions, examine requests for salary grade adjustments, analyze allocations, and make recommendations for additions, modifications, and corrections.
The proposed Resolution calls for the abolishment of three County Job Classifications that have been determined to be dormant. Classifications become dormant for a variety of reasons such as, departments using other existing classifications that better suited the work being performed, or the classifications were replaced with new classifications. There are no positions allocated to these classifications and no incumbents serving in these classifications.
County departments were informed of Human Resources’ intent to seek abolishment of these classes by the Civil Service Commission and the Board of Supervisors; no departments have informed Human Resources of concerns or plans to use the classifications listed on the Resolution in the future. The Civil Service Commission approved the abolishment of the dormant Civil Service classifications at its December 18, 2024, public meeting.
The County has fulfilled its obligations with the various affected bargaining units with regard to the abolishment of these dormant classifications. Human Resources recommends the Board adopt the attached Resolution as presented, or as modified by the Board.
