Introduce and waive reading of Ordinance amending section 15.04.030(F) of the Mendocino County Code - Speed Zoning on County Roads, adding paragraph 15.04.030(F) (11), establishing a forty-five miles per hour (MPH) prima facie speed limit on Point Cabrillo Drive, County Road (CR) 564, from milepost (MP) 0.00 to MP 0.75. (Caspar Area) and clarifying and correcting road numbers and repealing a previously vacated road.

Previous Board/Board Committee Actions:
By Resolution Number (No.) 17-047 (April 4, 2017) the Board accepted Traffic Study No. 16-02 recommending the establishment of a 45 MPH prima facie speed limit on Point Cabrillo Drive, CR 564.
Summary of Request:
Area residents, concerned about speeding on Point Cabrillo Drive, CR 564, from MP 0.00 to MP 0.75, submitted a petition to the Road Commissioner for a speed study. The Road Commissioner found the application meritorious and authorized a traffic study. The recommendation of Traffic Study No 16-02 is to establish a 45 MPH prima facie speed limit on Point Cabrillo Drive, CR 564, from MP 0.00 to MP 0.75. Therefore, based on the recommendation of Traffic Study No. 16-02, Mendocino County Department of Transportation is recommending an amendment to Mendocino County Code for Point Cabrillo Drive, CR 564, from MP 0.00 to MP 0.75, establishing a prima facie speed limit of 45 MPH. In addition, while reviewing the Ordinance an incorrect road number, missing road numbers, as well as a vacated but not repealed road were discovered. We would like to correct those inconsistencies.
Alternative Action/Motion:
For the Board to not establish a 45 MPH prima facie speed limit on Point Cabrillo Drive , CR 564, from MP 0.00 to MP 0.75. And leave the ordinance as is without making the corrections.
