Summary of Request:
In 2020, the Mendocino County Board of Supervisors’ (BOS) Homeless Action Ad Hoc Committee met with staff and community stakeholders to develop a preliminary expenditure plan and submit an application for Homeless Housing, Assistance and Prevention (HHAP) funding. Soon after, Mendocino County entered into a revenue Agreement with Business, Consumer Services and Housing Agency (BCSH) for Round 1 HHAP funding in the amount of $924,734.12, with Mendocino County as the Administrative Entity for the Mendocino County Homeless Services Continuum of Care (MCHSCoC). Since this initial Round 1 of HHAP funding, Mendocino County entered into four more Agreements for additional Round 1 and Round 2 HHAP funding in the amounts of $856,699.99, $437,551, $391,634, and $567,869.71. On February 28, 2023, the BOS approved Round 3 HHAP funding Agreement No. 22-HHAP-20041 with BCSH in the amount of $1,703,609.13. On October 31, 2023, the BOS approved Round 4 HHAP funding Agreement No. 23-HHAP-10035 with BCSH in the amount of $2,138,443.88. On May 21, 2024, the BOS approved Resolution No. 24-079, approving acceptance of Round 5 HHAP funding in the amount of $1,783,550.01.
The proposed Agreement with Project Sanctuary is to provide hotel-based non-congregate shelter for individuals and families fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, human trafficking, or other dangerous or life-threatening conditions in Mendocino County. The proposed Agreement is fully funded with grant funds, and no General Fund dollars will be used.
This Agreement is retroactive as the contracting process could not be initiated until Social Services staff, the MCHSCoC Board and Membership, and the Ad-Hoc Committee approved the vendors and funding amounts through the review process for Request for Proposals No. 040-23.
