Previous Board/Board Committee Actions:
By Resolution Number (No.) 22-249 (December 13, 2022), the Board of Supervisors (BOS) approved Department of Transportation (DOT) Agreement No. 220034 / BOS Agreement No. 22-304, Memorandum of Understanding Between the Cahto Tribe at the Laytonville Rancheria and County of Mendocino. By Resolution No. 23-105 (June 6, 2023), the BOS approved DOT Agreement No. 220042 / BOS Agreement No. 23-097 with Geologic Associates, Inc., in the amount of $273,829, for engineering and design services for Laytonville Landfill Cover Repairs.
Summary of Request:
Pursuant to California Environmental Quality Act (CEQA) requirements, an Initial Study has been completed for the Laytonville Landfill Cover Remediation and Improvements Project. The study supports the adoption of a Mitigated Negative Declaration (MND). In compliance with CEQA requirements, the MND was posted with the State Clearinghouse and on the County website for the 30-day review period by state resource agencies and the public. No comments were received during the 30-day public review period. A public hearing has been scheduled for October 7, 2025, at 9:00 a.m., or as soon thereafter as the item may be heard, to present the findings of the Initial Study and to hear and consider any comments or concerns of the public, prior to adoption of the applicable Mitigated Negative Declaration. The project is anticipated to be constructed in 2027 and will be funded through Budget Unit (BU) 4511 from the Landfill Closure Fund.

Postpone the public hearing and delay the project.
