DBA Redwood Community Crisis Center,  in the amount of $195,000, for a new Agreement total of $260,000, to provide and monitor crisis assessment and psychiatric hospitalization aftercare to individuals within the boundaries of Mendocino County that are not eligible for County Medi-Cal services due to having private pay and/or Medicare insurance, effective July 1, 2023 through a new end date of June 30, 2024 (original end date: September 30, 2023); authorize the Behavioral Health and Recovery Services Director or designee to sign any future Amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request

Mendocino County Behavioral Health and Recovery Services (BHRS) provides and contracts with community agencies to provide Specialty Mental Health Services (SMHS) to beneficiaries with Mendocino County Medi-Cal that meet the medical necessity and access criteria for specialty mental health. BHRS contracts with local community agencies to ensure a local continuum of care for SMHS, and to ensure compliance with the Department of Health Care Services. 

 

On July 25, 2023, the Mendocino County Board of Supervisors (BOS) approved BOS Agreement No. 23-136 with Redwood Community Services, Inc. DBA Redwood Community Crisis Center (RC3) to provide 60 days of aftercare services for individuals who do not have Medi-Cal and need support immediately following a crisis event or psychiatric hospitalization. This service provides support to individuals while navigating and connecting them with a provider within their insurance plan network. Through this Agreement, RC3   provides crisis services for all individuals in Mendocino County, aftercare services for individuals with Medi-Cal, and crisis assessment and psychiatric hospitalization aftercare to individuals within the boundaries of Mendocino County who are not eligible for County Medi-Cal crisis assessment and/or aftercare services due to having private pay and/or Medicare insurance. This Agreement is paid for using Measure B funds as recommended by the Mental Health Treatment Act Citizen’s Oversight Committee and approved by the BOS. 

 

The proposed Amendment to BOS Agreement No. 23-136 increases the total amount to $260,000, and extends the termination date to June 30, 2024, to avoid any lapse in services while the Request for Proposal (RFP) process takes place. Once the proposed Amendment is executed, it will be effective for the full term of the Agreement, from July 1, 2023 through June 30, 2024.

 

In fiscal year 22/23, RC3 served 314 individuals with the following insurance: 50 Medicare, 115 private insurance, 5 Veterans, and 144 uninsured, for a total of 931 services provided.
