Previous Board/Board Committee Actions:

The County regularly applies for Community Development Block Grant (CDBG) funding.  On April 20, 2021, Planning and Building Services (PBS) brought forward a CDBG application for discussion and action requesting funding for three projects totaling $1,500,000. The Board adopted Resolution 21-059 approving the submission of the application for three projects (MCRCD for Blight Removal; West Company Microenterprise Technical Assistance for Small Business Development; and Planning Technical Assistance for Senior and Community Center Design). 

 

On April 19, 2022, PBS brought forward a resolution revising the budget from the January 2021 CDBG Notice of Funding Availability (NOFA) reducing the total award amount from $1,500,000 to $1,000,000 which reduced the amount for the Covelo Clean-Up project to $500,000.  The Board approved the revised budget by adopting Resolution 22-094.                       

 

Summary of Request

The Housing and Community Development (HCD) Department of the State of California received the County’s application for $1,500,000 of CDBG funding in January 2021 based on an application that included three (3) projects.

 

HCD requested PBS to submit a resolution in April 2022 revising the total budgeted amount to $1,000,000 which reduced the Covelo Clean-Up Project to $500,000.

 

HCD requires the County, as a CDBG Grantee, to execute a standard Subrecipient Agreement for any non-profits providing services. 

 

MCRCD will be providing support to community volunteers during clean-up, working on a sign campaign to reduce littering, providing Spanish translations, and other professional outreach and education services.   The intent of the grant is to clean up two (2) highly visible dump sites in Covelo/Round Valley, which is a low to moderate income area and is the most commonly used national objective to receive grants.  The County has also been working with the Round Valley Indian Tribal Council and hopes to provide education and outreach on Tribal lands to clean up additional sites and will be releasing an RFP for a waste hauler to begin the clean-up work.

Do not approve the agreement and return the item to staff for alternate handling.
