Adopt Resolution ratifying the MCAQMD submittal of the application to participate in Year 5 of the State Air Resources Board FARMER Grant Program (Fiscal Year 2022-23), authorizing the APCO to accept allocated State Program funds in the amount of $580,600, for the term of December 31, 2022, through March 30,2027; and authorize Chair to sign same.

                     3/23/2021, Board Resolution 21-043 authorizing participation in the FARMER Grant Program FY 2019-20 (Year 3) through the Shared Allocation Pool.

                     6/21/22, Board Resolution 22-135 authorizing participation in the FARMER Grant Program FY 2021-2022 (Year 4), accept Year 4 funding and authorizing allocation of those funds to the Shared Allocation Pool.                     

                     

 

Summary of Request

For Fiscal Year 2022-23, the State Legislature allocated $150 million to the California Air Resources Board (CARB) for grant funds to districts under the “Funding Agricultural Reduction Measures for Emission Reductions” (FARMER) Grant Program to provide incentives for the agricultural community to reduce emissions from heavy-duty diesel equipment.    The FARMER Grant Program utilizes the 2018 Carl Moyer Program Guidelines and project criteria in addition to the 2018 FARMER Program Guidelines. 

 

To enable MCAQMD participation in the program, it is requested that the Board adopt this Resolution ratifying the grant application for participation in the State FARMER Grant Program for Fiscal Year 2022-23 (Funding Year 5); authorizing the MCAQMD to accept Direct Allocation Grant Funds in the amount of $580,600 ($508,025.00 for Project Funds and $72,575.00 for Implementation costs), and authorizing the Air Pollution Control Officer implement the program in adherence to the program requirements.

 

Alternative Action/Motion:

Provide direction to staff; do not approve the MCAQMD’s participation in the FARMER Grant Program for FY 2022-23 (Funding Year 5), and direct District staff to decline grant funds.
