Approve second amendment to Agreement 18-068 with Redwood Community Services, Inc. in the amount of $377,641.27, for a new total of $491,898.41, to provide Crisis Counseling services and Community Educational Meetings to those affected by the Wildfires in Mendocino County effective when Agreement becomes fully executed through January 31, 2019; authorize the Health and Human Services Agency Director or designee to sign any future amendments to the Agreement that do not increase the total maximum amount; and authorize Chair to sign same.

Summary of Request:
The Federal Emergency Management Agency (FEMA) provides assistance to states that suffer natural disasters. This assistance includes funding through the Federal Crisis Counseling Assistance and Training Program (CCP) that is to be used to provide community-based outreach and psycho-educational services. In response to the October 2017 Mendocino Lake Complex fire, and after the State of California received a Presidential Disaster declaration, CCP issued funds to Mendocino County through a grant agreement with California Department of Health Care Services (DHCS) for crisis counseling and related services. The Health and Human Services Agency (HHSA), Behavioral Health and Recovery Services (BHRS) used the funds to contract with Redwood Community Services (RCS) to provide Crisis Counselors and to hold Community Educational Meetings.
The original grant agreement with DHCS has been amended, increasing funds available for Crisis Counseling Services. This Amendment to the original subcontract agreement with RCS increases DHCS funds available to RCS to continue to provide Crisis Counseling Services.
