Summary of Request:
Health and Human Services Agency, Public Health, Community Wellness Unit, has applied for a 32-month grant in an amount up to $255,000, with potential for additional funding, from the California Department of Public Health (CDPH) to sustain the work of the SafeRx Mendocino Opioid Safety Coalition. Grant funds will be used to increase naloxone access, improve safe prescribing practices, increase access to Medication Assisted Treatment (MAT) services, and continue public education and a media outreach campaign. All activities are focused on decreasing deaths and overdoses due to the misuse and abuse of opioids.
Mendocino County ranks 3rd in California for opioid and amphetamine deaths. The SafeRx Mendocino Opioid Safety Coalition has helped to decrease the rate of non-prescribed opioid deaths by 25% from 2017 to 2018, and decrease deaths due to heroin overdoses by 56%; however, the rate of death due to prescription opioid overdose has remained statistically flat. One possible explanation for this is that there has been an increase in opioid prescriptions that is not accompanied by an increase in MAT-related buprenorphine prescriptions, which is an opioid used to treat opioid addiction and typically started when withdrawal symptoms begin. If grant funds are awarded, it will allow Public Health to support education to opioid prescribers, increase community awareness of non-opioid based pain management, and reduce stigma around Medication Assisted Treatment for opioid misuse.
CDPH released the Request for Applications on September 9, 2019, with an application due date of October 15, 2019. Due to the quick turnaround for the application, Public Health is requesting ratification of this item.
