The Board approved the Agreement on September 22, 2015 for a period of October 1, 2015 through September 30, 2016; Board approved amendment to first agreement on February 22, 2016 to extend termination date of agreement to December 31, 2016; on June 20, 2017, the Board requested additional information regarding the work performed by NCCT; on September 12, 2017, the Board requested this item to be re-visited in Closed Session as soon as possible, with briefing on it provided by County Counsel; on October 6, 2017, the item was discussed in Closed Session.
Summary of Request:
The agreement/contractor has been used to provide a building trade pre-apprenticeship program for clients who were on probation, post-release community supervision, mandatory supervision and minimum security inmate workers. The program included classroom and practical instruction on basic components of construction work which includes electrical, plumbing, flooring, siding, sheet rock, insulation, proper work habits & attitudes, preparation for apprenticeship entry exams, personal financial planning, first aid, driver’s license, remedial education and GED Preparation where necessary. The program supplied tools, safety equipment and instruction materials. The program was able to serve approximately 20-35 participants at one time. The goal of the program was placement in construction apprenticeship training programs and employment in the building trades industry, thereby reducing the chances of recidivism. This program worked in conjunction with BI and the Mendocino County Fairgrounds.
