Summary of Request:
In 2019, the Mendocino County Board of Supervisors authorized the Library’s participation in a statewide initiative to upgrade library broadband services. Through the Board‑approved Letters of Agency, Mendocino County Library was included in CENIC’s competitive RFP process to secure high‑speed broadband. This process resulted in an agreement to deliver broadband to all County Library branches.
Subsequently the County entered into service agreements with Columbia Telecommunications Corporation (CTC), which later transitioned to the Imperial County Office of Education (ICOE), to manage E‑rate filings, CTF processes, and quarterly billing. ICOE now oversees E‑rate and CTF administration for the Library for as long as the program continues and the Library remains a participant.
The estimated cost for broadband for the six branches over the next five years (FY 26-27 through FY 30-31) is $269,244.80 prior to all grants and discounts. The estimated costs taking into account all grants and discounts due to the E-Rate and CTF discount process for the five year period (FY 26-27 through FY 30-31), is approximately $21,797.48. It is important to note that the discounts, estimated at $247,447.32, are applied at a delayed pace to billing and thus the Library has been advised to budget the full annual cost of the contract prior to discounts.

The Library is requesting approval of the ICOE Amendment to continue providing the Library with the aggregator service. The Library plays a vital role in providing highspeed broadband access to residents throughout our County, and participation in the CENIC network consortium allows this to be provided at a lower cost helping to further the County’s Strategic Plan goal of an Effective County Government.
