Summary of Request:
On July 31, 2024, the United States Department of Housing and Urban Development (HUD) released the 2024-2025 Continuum of Care (CoC) Program Competition Notice of Funding Opportunity. Mendocino County Department of Social Services serves as the Mendocino County Homeless Services Continuum of Care Collaborative Applicant and is responsible for submitting a CoC Program Collaborative Application for each federal competition. Included in each CoC Collaborative Application is a CoC Planning Grant, which is non-competitive funding allocated to the CoC Collaborative Applicant. This request is to approve the Mendocino County Department of Social Services 2024-2025 CoC Planning Grant application and FY2024 Grant Agreement.
As this revenue source recurs annually, previous Grant Agreements were signed at the Department level. HUD transmitted the FY2024 CoC Grant Agreement to Department staff on December 15, 2025. The Grant Agreement contains significant revisions from previous agreements. This Agreement is presented to the Board for approval due to significant changes to the Grant Agreement language by HUD.
This agreement is retroactive due to the time needed to review the new Grant Agreement language, and was received less than 30 days before the start date.
Alternative Action/Motion:
Return to staff for alternative handling.
