Previous Board/Board Committee Actions:
Board of Supervisors approved the Building Forward Library Infrastructure Program grant application for the Willits Branch Library Roof, Alternative Energy Panels, & Battery Back-up Project on April 5, 2022: item 3ac; and approved direction to staff regarding an MOU with the Friends of the Fort Bragg Branch and the transfer and merging of property on April 25, 2023: item 4f.
Summary of Request:
Mendocino County Library has applied for the Building Forward Library Infrastructure grant program administered by the California State Library. The project would include a much-needed expansion and addition to the Fort Bragg branch which the community has been working on for several years. The current building is much too small for the community needs. The project will expand our often-crowded branch by 50%.
The 3,456 sq. ft addition will better serve our children and teens by tripling their space and provide low-income families with increased digital access and quiet rooms. It will serve disabled people with accessible sidewalks, restrooms, and parking. The community will benefit from the 800 sq. ft community/media/programs room, a 63% increase in the collection, and a 71% increase in programming space. The project will also replace a kerosene heater with an energy-efficient heat pump powered with solar panels and will demonstrate sustainable stormwater management with a native plant landscape. The proposed project would also increase the book processing and office space from 420 sq. ft to 700 sq. ft for the staff.
The project conceptual design was developed with significant community input from the Friends of the Fort Bragg Branch Library, library staff, and the public over 15 meetings. The conceptual design was posted at the library and on Facebook with an opportunity for patrons to provide written and verbal feedback on the design. A proposal was prepared using governmental requirements, prevailing wages, and knowledge of local contractors’ charges and was evaluated by the Mendocino County General Services Agency and modified according to their recommendations. The Building Forward Library Infrastructure grant, if awarded, would provide a 50% match with a up to an additional 50% reduction of the total cost of the improvements, and the Library, with financial support from the Friends of the Library, would provide the matching funding.
Libraries help to meet all four goals of the County’s Strategic Plan on a regular basis, and expanding this branch gives us more ability to do that. By having the Friends and the grant pay for a large part of the expansion, we are not using general funds, leading to a more Effective County Government; by providing a safe space for all members of the community to meet during times of power outages and other emergencies, we are providing a Prepared and Resilient as well as a Safe and Healthy County. Resources provided by the library for job seekers and learners, in addition to hiring local contractors for the work, help to lead to a Thriving Economy.
The Cultural Services Agency is requesting retroactive application submission approval and per Policy No. 25, the CEO authorized the submission.
