Adopt Resolution of the Mendocino County Board of Supervisors sitting as the Mendocino County Air Quality Management District Board of Directors ratifying the submittal of the application to participate in the California Air Resources Board (CARB) AB 197 Emissions Inventory District Grant Program G25-EIDG-15 for the Term May 31, 2026 through May 1, 2027, for updating and reporting facility emissions data, authorizing the Air Pollution Control Officer to accept grant program funds in the amount of $8,583 and ratifying the Air Pollution Control Officer’s execution and submission of the grant Agreement on behalf of the District; and authorize Chair to sign same.

This source of grant funds was first approved by the District Board on September 25, 2018. The Board has subsequently approved the following CARB AB 197 Emissions Inventory District Grants:

Summary of Request

In 2016 the state legislature approved Assembly Bill 197 requiring CARB to make available to the public, and update annually, the emissions of greenhouse gases, criteria pollutants, and toxic air contaminants for each stationary source facility that reports to the CARB and local air quality management districts. The District has stationary sources within its jurisdiction and must calculate and report emissions of criteria pollutants and toxic air contaminants. The AB 197 Emissions Inventory District Grant provides funding to districts to help offset the cost of updating and reporting facility emissions data to the Air Resources Board. CARB has allocated approximately $8,583 for support of the District’s activities associated with the AB 197 Emissions Inventory District Grant Program (G25-EIDG-15) for the term May 31, 2026 through May 1, 2027. The Air Pollution Control Officer has already signed and submitted the Agreement to CARB as required to secure the funds, and CARB holds the program funding pending District Board authorization to accept the funds and implement the program pursuant to the AB 197 Emissions Inventory District Grant Agreement Provisions and guidelines.

 

Alternative Action/Motion:

Do not ratify the Agreement with the California Air Resources Board and do not approve the District’s request to accept the AB 197 Emissions Inventory District Grant as proposed and return all funds received for that purpose.
