Summary of Request:
On August 29, 2023, the Board of Supervisors directed staff from Behavioral Health and Recovery Services to investigate options for merging the Behavioral Health Advisory Board (BHAB) with Measure B Oversight Committee to address the goals of increasing membership on the BHAB, streamlining processes, saving costs related to administration of meetings, and strengthening the connection between both advisory boards regarding common issues. On October 31, 2023, County staff presented their research and recommendations to the Board of Supervisors, and recommended against complete merger of the two advisory boards due to the statutory requirements for membership of BHAB which varies from that required by the local electorate for membership of Measure B. On October 31, 2023, this Board approved of the changes recommended by staff. The attached Resolution provides clear direction for County staff and the Advisory Boards on next steps, including, directing staff to propose revisions to the BHAB Bylaws consistent with the Board of Supervisors’ direction, and in accordance with the requirements of the relevant BHAB statute (Welfare and Institutions Code section 5604.5), for consideration by BHAB at their first meeting of the calendar year, 2024, and for BHAB to return bylaws promptly to the Board of Supervisors for approval thereafter.
